all engines will have some blow by visible from breather tube from that time frame. if excessive it indicates time for complete engine overhaul. How is this tractor used? if on light loads only it may be suffering from stuck rings or glazed rings. find a load to put on it that will pull the dog s*&t out of it these engines need to be worked to get cylinder and piston temps up and burn carbon build up out of it
