Tab: Do the easy and least expensive first, check the screen, check hydraulic oil level, maybe even change that hydraulic oil. Use CaseIH hytran or the equivilant.
I sence this tractor is not new to you and you have experienced decent working hydraulics in the past. The pulsating of the hydraulics is a sign there is some possible bypassing within the system, however if it's not leaking externally, it shouldn't affect the lift greatly. The pulsating can also be caused by adjustment, sometime the levers get out of adjustment and are still causing hydraulic force even though rockshaft has reached end of stroke.
I'd go screen first, new hytran, then with nothing hitched to tractor, and at low idle, operate the hydraulics, listen for signs of engine laboring at end of hydraulic stroke. Come back with your findings.
I don't know how heavy your disk is, however I use a 24 blade, 18" blades, 1-1/4" arbors behind my 130 and 140, they both lift it although it is close to their limit.
