Let's see if you really have 2-way hydraulics, first. Assuming you have belly pump hydraulics.
To have 2-way on your M, you must have a separate 2-way valve. The lever on the side of the tractor's belly is NOT 2-way.
There are the "christmas tree" valves from IH that were optional on Ms. The valve mounts under the gas tank, on the fill pipe for the belly pump reservoir. A long rod runs up to the operator. You lock back the belly lever, and use the lever to the christmas tree valve to operate the cylinder.
There are also aftermarket "spool" valves. These could be mounted anywhere, but usually somewhere near the operator. They look like the valve on top of a log splitter. Again, you lock the belly lever back and use the spool valve to control the cylinder.
In either case, you run a hose from the right-hand belly hydraulic port to the IN port on the valve.
On christmas tree valves, the OUT is already connected to the fill pipe on the belly reservoir. On a spool valve, you need to run a hose from the OUT to the fill pipe on the reservoir. Either way, you need to plug the vent in the cap, or replace the cap with a regualar pipe cap to keep the fluid from spraying out.
Run lines from the two work ports on either type of valve to quick connects at the rear of the tractor.
