I've heard elctrolysis is good at taking paint off at the same time as rust, but am not at all confident that it does well when removing paint is the primary objective. If the hood's quite rusty anyway, then it might save you some grindin' etc.. If you have little rust, I'd go the oven cleaner route to begin stripping it.
I f you want to try the electrolysis, you already know you'll need a big non-metallic tank. You'll also likely need more than one (more like several) electrodes.

I'd wonder if you could get by with turnin' the hood periodically in the tank, but I'm thinkin' that would be less effective than the multi-electrode approach that Paul took.
