Govenor on Farmall A

Have A that govenor does not bring it up to speed. It reacts very little when the throttle lever is moved forward and will not respond to load. We tore into it once with no success. Ne help as we are going to put a belly mount mower on it. Give us your advise. If it were an Oliver we could solve it. I guess we do not have IHC red blood.
