Fourteen mph is not enormously fast (an H will do about 18 at full-throttle without a load), but I would be concerned about braking with an F-12. Those levers are too short to give you much power, and they are very hard to reach. Designed for use with steel-wheels, which would usually stop the tractor without brakes (lugs dug into the ground). Automatic turning brakes means you seldom needed to touch the levers. F-14 levers would give you good braking, but you'd have to "steer" with your knees to use both brake levers. Problem at high speeds is EVEN braking, so tractor does not slue dangerously sideways.
