Button that governor back up again. I won't say that the governor does not need some attention, but that is not your problem. Do make sure that the little tang on the shaft that comes from the gov. is engaged properly into the slot in the throttle shaft of the carb. Next, remove the carb, open it up, and make sure that the float is free to move up and down, is not binding or rubbing on anything, does not have a small pinhole in it, and is adjusted to the proper float height and float drop. Float height and drop is critical. While you're at it, turn that main load scew back in until it seats, and then turn it back out 3 full turns and leave it there. If the engine will not run at that setting, you still have dirt and crud in that carb.
