The flat, thin spokes are cut-offs from steel wheels. WW II cut off a lot of rubber availble for tires, and tractor mfrs. were forced to go back to steel for a while. On H and M, fifth "gear" (just a dog-clutch that moved forward and connected input to output shafts) was locked out with a bolt that went down in front of the shifter rail. Of course, you could "install" fifth gear after conversion to rubber--just turn the bolt up a bit, or replace it with a short one. I've often wondered if any dealers offered to "install" a road gear and charged much for it.
