Terry: It's been 35 years since I had one of these apart, and I'm just checking both the IT service manual and the IH Blue Ribbon service manual. The manuals show what they call 3 different spacersand a washer, a long one between outer bearing and bull gear, another they call a spacer between bullgear and inner bearing. From there they show a spacer and a washer between inner bearing and cap screw.
Neither IT or IH mention shims, however I could see that being necessary now that these tractors are more than 50 years old
I guess I should also have asked first, how loose are those rivits and is one of them be looser than the others. I thinking the spacers, etc. are all in order and your only problem is the loose rivits. As I see it, there is not much clearence up near the top. My first suggestion would be tighten the rivits as Patrick suggests. Then when you put it back together, make note if the bull gear has any movement between the spacers. I expect it is supposed to be tight, if not I'd be looking at shims to keep it aligned with the pinion. Be careful with those shims, too much thickness in there will cause bearings to be loose in cones. You also don't want the bearing too tight in cones.
