Two long studs go where the throttle pivot bracket is installed on top of the head. The others go where the heavy washers are used. If you inspect the head closely you will find that some of the head stud holes are actually heavy wall tubing pressed into the casting. The washers go over these tubes and extend out far enough the contact the casting so the nut is nut holding just the tube.
