Based on such a small increase in the battery voltage unless the battery is fully charged I think the genny is awful weak. The voltages with a good meter n battery should be more like 6.3 setting then rise to 6.5 to 7 at RPM under a good working genny. The dead grounding of the FLD post like Jim mentioned should force the genny to its max charge capability (if the genny has a good ground) so see what happens then..............
If not run through my Troubleshooting Procedure for a pretty good diagnosis.
