I have taken the fuel injector pump regulator/governor apart, cleaned the smalls screen filter and checked all the parts, found that the little piston seemed to be very very tight inside the sleeve.
Here in New Zealand Diesel fuel has had something removed from it recently, might be sulfur? From what I have found it was used as a lubricant.
I am going to go to the shops and see if I can find an additive to add to the fuel.
