i woud try and set the main jet 3 to 3 1/2 turns out, idle jet about 1-1/2 turns out. try and remove the air cleaner pipe from the carb throat while you are trying to get it to start. if you have a major flooding problem,you will see the fuel drip out. i am gonna guess its a letter series farmall, with the magneto.did you by chance change the spark plug wires? if so are they copper core and not the carbon fiber wires? mags dont care for them. also whick plugs are you using? if its an autolite 386, pretty sure its a resistor plug. try autolite 3116 plugs. like allan said them old i-h's dont like a lot of choke. pull the lugs and see if they are wet. if so clean em up and re-install. then with the choke off, throttle maybe 1/2 open give er a try. you can also try a quick shot of ether in the carb to see if she'll start.
