Does this tractor have a water pump? Is the water impeller intact? Is it tight on the shaft? I had a combine that had a plastic impeller that had broken, no water flow so large heat difference between the top and bottom radiator tanks.
Have you recently replaced the water pump? Is it the right impeller? Have you replaced the gasket on the water pump? Could the new gasket be covering the ports?
