The push/pull switch is for your ignition. Pull it out before you start the tractor, and push it in when you want to shut the engine off. The person that sold it to you should have shown you that if you bought a running tractor.
The knob is the charging/light switch. On a stock 1948 Cub the first two positions are low charge and high charge. The third and fourth positions are dim lights and bright lights. Right after you start the tractor, you should have it on high charge. After a few minutes, you can turn it back to low charge.
If the knob goes click-click-click when you turn it, you have a four position switch. If it only goes click-click, it's a 3-position switch.
