From the factory with 8x24 on 7in rims not qite 10mph WITH FACTORY SETTING. I use 11.2 on 8in rims and open up the gov to around 1700 and probably makes 15. We run in the 10mph class and dont have to run open. But i have ran in ride going 14 and keep up with no problems. Can be sped up more rpms with no problems as that engine will run more rpms without worry. The C with same engine new was set at 1615 factory. So what tires and rims do you have. I have a friend that has 10in rims and was clocked by radar with 15.5x24 at 17. There is a B that runs in WMT 14MPH group and they say he keeps up. He told me he didnt do anything thats the way it was when he bought it. So go out have a car follow and see what yours can do.
