The clutch could be washed with solvent and dried, use a wire brush to get some of the grime out. Not real sure about the 650, does the "choke" work? We have a GB Minnie LP with the Ensign carburetor, the choke was not operating when you pulled the knob. It would start warm but not cold, as you describe.
