If the flange does not have grooves to accomodate the O rings, I would not install them, as this will affect the gear setting as well as put more strain on the flange retainer bolts. The O ring is designed to seal while still allowing the flange to bolt up solid to the mating surface. The O ring can only do this if it is in a properly designed groove. My parts CD shows two versions of the belt pulley assembly. One has the O ring, the other does not. the one with the O ring shows a steel pulley, so I expect it is the later version.
