The PTO gears and the T.A. run in oil. Most of it is splash lube but some oil but some does come down from above for the T.A. The best way to fix your problem is to drop the T.A. housing and put in all the seals. You can replace the PTO drive seal with just splitting the tractor behind the engine but the drive shaft is hard to get out unless you have worked on the unit before. I would suggest removeing unit and going through it like the book says
