There should be no oil there.
Do not use any type of gasket or sealant. You need to have good metal to metal contact or the starter will not work properly. The contact between the starter and the clutch housing has to carry the same amount of amps while cranking as the starter cables.
If you attach the ground cable from the battery to one of the starter mounting bolts it will eliminate some of the ground path while cranking but you then still need a good connection for the rest of the electrical system to work properly.
