It will be easier to remove the cover under the PTO driven gear. It is on the bottom of the clutch housing, second cover back from the engine. The first should be a steel plate for access to the clutch. The next one, the one you want , will be cast iron. You will get about five gallons of oil out of it there. Once you have it off you will be able to see the gear. You probably have either a broken tooth or have a piece of metal lodged in a tooth.
