actually, isn't it the position lever pushed all the way forward in the action control zone when the flow is restricted?
another cause of the hitch staying up: if your draft lever is all the way back (light), it will override the position control and can hold the hitch in the raised position.
the operators manuals say if an implement is unattatched to the hitch to put the draft lever all the way forward (heavy).
