I hate to say this, but the cheapest (i.e. free) source for 16" tires is your local bike shop. The older Harleys had a 16" tire on the rear. I'd have to dig my oldest hay rack out of the snow to tell you what size they are. I'm guessing that they are 140 (metric) width (~ 5.25"). We have seriously piled the winter squash on that wagon and never had a problem with a tire.
Newer cruiser style bikes have fatter rear tires. While you are there, tell them what you want the tires for, and ask them for the old tubes too. Bike tires are only rated for about 1000 pounds each at 100 mph. If you ever go that fast on your H, let me know.
