If you need to turn the engine but the crank mechanism is stuck or missing, use the belt pulley. Put the transmission in neutral and the belt pulley in gear. If you take the pulley off the flange, you can put a couple of bolts back in the flange and use a pry bar to turn the pulley shaft and thus the engine. I've also just put a bolt in the flange, tightened it up and used a socket with a breaker bar handle to turn the engine. You can also use the method of jacking the tractor up and turning the rear wheel with the transmission in gear, but I've found it handier to use the belt pulley. You can also do the same thing with the PTO, but that is harder since the PTO only turns about 1/3 speed of the engine whereas the belt pulley is more like 2/3 engine speed.
