Like Pete says a few raps on the float bowl with a wrench - or a block of wood - will usually free the float.
However if that doesn't do fix it you can drop the bowl to get at the float with the carb on the tractor. Simply remove the (4) cap screws that hold the bowl to the throttle body casting (7/16 wrench as I recall...). Then carefully lower the bowl.
