There could be a pump failure internally that would allow the shaft to turn, but the gears to be stopped. Pull off the steel piping and take a good light and see if you can see inside the pump to check motion. At the least, you can pur a rubber hose in the intake hole, and another in the exhaust, and pump into and out of a bucket. The bucket should be about at the height of the pump while trying it. Priming might be needed by putting oil in the intake side hose before trying it. JimN
