IH 584 white smoking?overfueling?timing out?valve timing out

Help, I've just overhaul my 584 new pistons/liners, valve regrind, new shells, new injector nozzles and pump Overhaul. When it starts it starts bad, runs with white acrid smoke and what looks like either oil or unburt fuel runs down the side of the block ( at present I'm running it without the manifold on to try and see which pot is playing up. Iv'e had the injectors and inector pump checked twice by two different companies and both agree there is nothing wrong I've timed it and retimed it to 14° BTDC and varied a little either way. Theres no loss of compression fuel is good straight from the tank all filters new. No oil in water, no water in oil, No pressure in crankcase. I've timed it to the marks on the gears, are there any other gears which someone could have fitted which would not be marked for the D206 engine, does anyone know what the valve timing should be, so I can check that. Someone give me a clue what to look at next this thing is getting the better of me, never had one I could n't get running sweet
