TV, I'm not sure if we're talking about the same thing, but the part numbers you're using are the same as the stock hydraulic unit on my '49 Super-A.
That 2-armed 'link' encloses that pin on either side. It's gotta come off first, and I did mine by removing the two nuts and bolts whose holes you can see in this pic.
The arms can then be spread enough to pop them off the ends of that pin.
I then drove the pin out with an old socket (that would fit INSIDE the bores of the rockshaft 'forks')(and so I wouldn't damage the nubs on the pin on which the levers sit) and a big-*ss hammer and a bunch of cuss words. They didn't come out easy.
If I'm remembering right, I had to remove the outer rockarms for clearance to swing. The ends of the rockshaft that hold these are tapered, (and keyed), and came off right easy once the big nuts on the ends were removed.
I didn't use heat or penetrant on the part of the rockarm that holds the pins. Probably wouldn't hurt. It would suck to bust something.
