Remove the packing nut. Put the shaft in. Wrap the packing around the shaft. I think it takes 3 pieces. Then the nut. The felt washer goes between the housing and teh pulley. I&T has a cut away drawing that shows it (#17) and the packing (#19), page 46 fig. IH400. IH Service Manual has the same drawing (page 23), but the I&T is better.
