In my experience, the pulley shaft will leak, but it's more an irritation than a problem. I've lived with mine for more than 20 years. I usually clean the oil/dirt accumulation off once a year when I do my annual maintenance. While you are at it, maybe you will want to replace the pulley shaft seal too since it is not a big job. Are you sure the transmission is not overfilled, contributing to the PTO shaft leak. Some folks don't know where the level plug is and over fill these things. I had one that had more than 3 gallons in it when I got it. The proper fill is 5 quarts.
