while your checking that throttle rod take it loose at the clevis and hold the carb closed and set the gov arm to idle with the steering mounted throttle to check that the clevis is adjusted right if its not real close it will cause your problems. I think it was Rustyfarmall who taught me this trick to cure my A it was doing the very same thing you are talking about
