To start with your mobility problem starts with the MCV . Ya may have a bad pump maybe stuck valves in the MCV , blowen O/Ring and or Gskt's . To test one needs a JIC fitting that will go in the bottom plug hole in the MCV and a test gauge that can rear 600 lbs . Pressure should be over 200 i usualy set the pressures on a 706 at around 235-240 . Now as for the slow lift on the loader that comes from the rear pump , now if the draft control is botomed out then it will be slow try pulling it up and inch or so off the bottom . IF this has no affect then you will be time and money ahead to have the system flow rated by a pro with a flow rater . If that system is stock and has not been upgraded to a higher pressure relief or a larger GPM pump then the system should have 1750 lbs pressure at rated RPM and a flow of atleast 10 GPM.
