You are right about the PTO being tucked way up there. My F-20 was fitted with the aftermarket foot brakes that are behind the axles. Though it does have one hand brake left, it has the toothed catch on it and is for a parking brake more or less.
To be safe, I would buy and install the other hand brake and leave the tooth catch off, that way I do NOT have my feet behind the rear axle dangerously close to the PTO.
No hydraulics on my F-20, that is why #5 with "foot pedal" would be needed.
