Provided you have the float set correctly, it is a flow problem. You could have a restriction in the tank outlet. Take a flashlight and a wire, remove the gas cap and poke the wire through the outlet. It is possible, not likely that the vent in the gas cap is plugged, try it with the cap removed. There is a screen attached to the fitting that the gas line screws into. If you did not remove that fitting when you cleaned the carb, you did not see it. Otherwise you have a plugged jet. Did you soak the whole carb in carb cleaner when you had it off?
