I tried the removing the gas cap and it did not make a difference. I did let the card soak in cleaner for 2 days before rebuilding it, I have also taken this carb apart 3 different times cleaning the jets and I am not seeing any dirt or pluged jet holes. Also when it is running I can mess with the jets and it to does not make a difference. I have went through the cap rotor and points everything looks good and clean. I have also checked the coil and I am getting a good snap out of that. What is strange about this is the tractor was running great for an hour and then it just went to running like this with no power it took me 30 mins to go about 500 foot. It was not under a load or high rpms.
