I think changing the diameter of the rear tires would be the easiest way to slow down the tractor, something like a 12 or 13inch wide tire on a 16inch rim would work, something like that was offered on the cub low boy or Newer John Deere compacts. It would still have similar traction. Look at the overall circumference to see what the the speed change would be.
