Tom, You need to copletely disassemble the carb before you soak it. This means getting a deep 1/4 inch drive socket over the discharge nozzle and taking that out. Also the idle jet, main jet, float, adjusting scrws and packing. Did you do that? Then soak, then use the carb cleaner and compressed air. Then reassemble with the COMPLETE kit, not the 15 dollar gasket kit. If you remove the butterflies make sure you get them in the right way. The edges have a bevel to fit just one way. What doesn't "adjust"?
