The mower has a gravity flow gas system just like your H. If you tip the mower so the tank is high and the cylinder is low, gas will run straight into the cylinder.
Remember, the same things you learned in getting your H running apply to getting your mower running. They are VERY similar in how they operate.
On a mower engine like that, pull the spark plug, stick it back into the boot, and set the threads against a bolt on the engine head. Give the rope a pull. No spark means no spark, and that's why it won't run.
Loss of spark over the winter is pretty typical for small engines. Generally the points need to be filed and the gap reset.
