If the tractor has a belt pulley gear box you can tell which direction to look for the problem. Put it in gear and see if it turns with engine running and clutch engaged. If it has power, the problem would be in transmission, differential, final drive or axles. Or pull tractor with it in gear engine off clutch engaged and see if the belt pulley has power. If it does the problem is between transmission and engine. If it doesn't have the gear box the cover plate can be removed or the cover plate over T/A unit to narrow problem. Besides already mentioned in other posts the splines on the coupling of clutch shaft to T/A unit can wear out and strip. Also if the T/A unit was already not pulling on the low side and the T/A clutch failed all at once the tractor won't pull, the splines can wear out in center of clutch disc or on the T/A input shaft also and fail.
