Mount the two-piece weights first. Only the first set gets bolted to the hub through the four center holes. You can load all the two-piece weights on the four center holes if you use threaded rod (readybolt?).
For the once-piecers, you need to get a little creative.
See if the slots on the outside edges of the weights will line up. You're supposed to mount additional sets of weights after the first set using these slots.
The one-piecers were probably mounted through the outside slots. I'm surprised that nobody remembers how they were loaded on the old tractor... even vaguely.
