My parts book for my SuperC only shows the integrated PTO and pulley unit in a single housing. (My book for As and Bs shows all the various combinations, PTO only, pulley only, PTO and pulley.)
If what you busted is just the retainer that holds the outer bearing and seal for your belt pulley then, yes, you can dispense with the shaft to the pulley, tap out some gasket material to seal it, and fab up a cover to close it up.
If you busted up the cast housing for the whole unit, you'll find yourself McThreaded unless you can find someone who can weld up the cast and machine down the surface where the pulley flange was to take a gasket and plate. If you need to run it an can get by without the PTO for a while, you can remove the entire unit and do the same make-a-gasket-and-plate exercise to closr that up until you can find a replacement.
I know there were different editions of the parts book, so maybe another one shows something else.
