I installed a new relief valve and new pump(not rebuilt) with all new orings and gaskets from the dealer. They all looked similar to the old ones removed, just not flattened. I realize a shop with proper diagnostic tools could isolate this quickly but they are all 60 miles away and backed up with work (I called) and I need this tractor now. I have not tried a heavy load on the 3 pt recently but will check this ( I don't think there is a problem with the lift, at least there wasn't when I plowed). I hope I don't have the control lever all the way forward, that would be really stupid of me, but I will check. As for the line connections, I have to use the pioneer to large IH adapters. At one time, I thought this was the problem, but I have tried several different ones with no change.
When I tried to disk this spring I noticed if I fully engaged the control lever for the valve, the hydraulics would lock up and not move, but if I only engaged it very little the disk would slowly raise.
I have tried to remove the cap for the unloading valve under the seat and clean it, but have been unable to get it loose. Removed the seat and used a 3/4" open wrench with a pipe on it, but wouldn't budge. Any sugestions, would rather stay away from heat, lots of orings in there.

What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
