An A is a nonpressurised thermosiphon system that uses convection to cool. Water at the top of the radiator should be lots hotter than at the bottom. Farnmall Super A" 's had water pumps on the in later years. If your is a true A it will not have a water pump unless added as aftermarket. Maybe you are just filling it too high. Also, maybe the radiator needs cleaning. Henry
