I'd buy it. And I don't know that you are spending more for that one than buying the parts seperately. The parts that you listed will be more than $550 purchased alone. And not that I reccommend it, but once you're done salvaging parts off of it, scrap price for the rest will be close to what you've paid for it. If it were me, I'd fix them both up. $550 for a complete tractor, even if stuck, isn't bad.
Either way you can't go wrong buying it. Especially if it has fenders on it. Those alone are worth a couple hundred.
