Do you have a plug wire that is wire cored and not a car plug wire?
you should have 12vdc at the neg side of coil every time the points close. You need a VOA meter to test it correctly, not a test light.

The voltage on the points side of the coil should drop to near zero volts when the points close. When they open you should get battery voltage,
