Hold your hand over the throat of the carburetor while someone makes an attempt to start the engine. Should have good suction on your hand.
Make sure the carburetor and intake manifold are snug. Don't over tighten. I would pull the sparkplugs and squirt some engine oil or ATF into the cylinders and spin it over. Rings may be stuck. Good time to check the compression while the plugs are out. Hal
