You can always weld the TA solid if you are trying to get going as cheap as possible.
To replace the TA you will need to split twice, and since it doesn't move at all I assume the TA clutch is out as well. While you have it apart you will need new seals, new gaskets, new TA clutch parts, new TA, and just as well replace the main clutch while you're in there. Looking at quite a few $$ just for parts and lots of labor charge if someone else is doing it...
