MRV,that is exactly what I do when I change the fuel filter.To answer your fluid level question,on my 560d there is a plug somewhat beside your gear shift on top.There is no dipstick but I've looked in my IH manual and it says your 460 should hold about 10 gallons.Be sure to reseal your plug as it is subject to let water in.(Rain,snow,etc.)One word of advice:make sure your glow plugs are working properly and try not to use starting fluid.I wish I had gotten this advice before I had to rebuild my tractor.New glow plugs are cheap compared to a rebuild kit.My two cents worth.
