Help re: speed control on Farmall A

Greetings: I just want to make sure before I spend money on parts that I am barking up the correct tree. I have a 1940 Farmall A. When I advance the throttle lever forward (i.e. to increase RPM's), I can go 5-6 notches before there is any increase in engine speed. The link at the carburator does not move until all of a sudden it jumps a large distance. The same response holds true for moving the throttle in the opposite direction. I assume this means my governor needs work. Do others agree with this assessment? Is the problem most likely the governor spring, or is something more ominous involved?
