The easiest is to remove the steering hand pump from the tractor before disassembling it. It can be done while installed on the tractor but if you have never done one before you will be better off removing it first. Also that way you can make sure it is clean before you start to replace the seal.
Remove the steering hand pump. Mount the pump assembly in a vise with the shaft down. Mark the pump housing, sleeve, and end cap so that you will be able to reassemble them in the same position. Remove the retaining bolts. Carefully remove the end cover. Hold the pump together as you remove the metal sleeve and sealing ring. Install the new seal and the sleeve. Reinstall the end plate. Reinstall on the tractor.
